Grading Kentucky Football's Hire of Coach Mark Stoops

Kentucky has picked Florida State defensive coordinator Mark Stoops as its new head coach.

Kentucky has picked Florida State defensive coordinator Mark Stoops as its new head coach.

Kentucky was the first BCS program to make a coaching change this year, and the Wildcats are the first team to hire a replacement. Florida State defensive coordinator Mark Stoops landed his first head coaching gig, as he was hired as the replacement for Joker Phillips in Lexington.

Winning at Kentucky is no easy task. Although the Wildcats have an elite basketball program, the football team is just 101-146 since 1991. Kentucky has made five bowl games since 2006 but has never won more than eight games since a 9-3 season in 1985.

Needless to say, Kentucky is arguably one of the toughest BCS jobs in college football and ranks 13th out of 14 teams in the SEC in terms of desirability. Considering how tough it is to win big at Kentucky and the Wildcats' 2-10 record in 2012, Stoops has his work cut out for him over the next couple of seasons.

Positives

Strong defensive background
Considering Kentucky has never finished higher than 40th in total defense over the last five years, this is one area Stoops should be able to make an immediate impact. The Wildcats finished 13th in the SEC in scoring defense in 2012 and ranked 11th in yards allowed. This unit had a lot of youth stepping into key roles but also needs an infusion of talent. When Stoops arrived in Tallahassee in 2010, the Seminoles were coming off a horrendous season on defense. Florida State ranked 108th nationally in yards allowed and was giving up 30 points a game. However, the Seminoles made significant progress in Stoops? first season, finishing 43rd in total defense and 30th in points allowed. And in 2011 and 2012, Florida State ranked in the top 10 in scoring and total defense. The competition is tougher in the SEC, but Stoops should be able to bring some immediate improvement to this unit.

Coaching history
With a brother (Bob) that has a national championship at Oklahoma and another brother (Mike) who served as a head coach for eight years at Arizona, Mark Stoops has plenty of good bloodlines in his family. In addition to being surrounded by two brothers with head coaching experience, Stoops has coached at South Florida, Wyoming, Houston, Miami, Arizona and Florida State, so he has plenty of experience from various parts of the country and has paid his dues on each stop on the coaching ladder.

Recruiting ties
For Kentucky to be successful in football, it has to be able to pull some talent from Ohio. And this is a big advantage for Stoops, as he was born in Youngstown and is still well-connected within the state. Also, after spending three years at Florida State and time with Miami and South Florida, Stoops should have developed plenty of recruiting connections within the state of Florida. If Kentucky is going to be successful, it needs a relentless recruiter and someone who can spark some interest in the program. Mission accomplished.

Negatives

Head coaching experience
Whether or not it?s overrated when it comes to hiring a replacement, a lack of head coaching experience has to be a concern. In other SEC hires, James Franklin and Dan Mullen had no previous head coaching experience but have turned out to be solid hires. However, there?s also the other side of the coin, which includes Kentucky?s last hire of Phillips and Ron Zook at Florida.

What offense will he run?
Although Stoops should be able to bolster Kentucky?s defense, it remains uncertain what time of offense he will run. Although the Wildcats should recruit well under Stoops, they need to do something unique on offense to compete in the SEC. Before a season-ending leg injury sidelined quarterback Maxwell Smith, Kentucky was on the right track with its pass-first offense. Whether it?s a pass-first approach or a spread offense, the Wildcats need to try something different and?forget about a pro-style attack.

Building a coaching staff
In addition to finding the right fit as offensive coordinator, Stoops has to fill out a coaching staff for the first time in his career. If Kentucky makes the financial commitment to hiring good assistants, Stoops won?t have a problem building a solid staff of proven options. However, it?s never easy for a coach at his first job to piece together a staff, especially since he doesn?t have any ties to the SEC. It?s not a huge negative but something to watch as Stoops builds his coaching staff.

Final Analysis and Grade

Make no mistake: Kentucky isn?t an easy job. However, it seems the Wildcats made the right hire in picking up Stoops. The 45-year-old Ohio native is inheriting a roster that has some promising pieces on offense but needs a lot of work on the defensive side. Stoops is a high?energy guy, which should help spark some interest in the fanbase and on the recruiting trail for Kentucky. The biggest question for the Wildcats will be picking an offensive scheme that?s a little outside of the box and not a pro-style approach. Although that type of offense could work at Kentucky, Stoops needs pick a coordinator that can build a run or pass-first approach. Don?t expect Stoops to be a miracle worker, but he should turn the Wildcats into a consistent bowl team. ?

Ford has revealed the technical specs for its stylish new Fiesta, with a number of eye-catching new design features.

The model features 17in alloy wheels, a trapezoidal front grille, and laser-cut headlamps with daytime running lamps that use LED technology.

On its interior the model boasts a high-gloss finish for the upper instrument panel that flows to the lower centre console and is replicated in the door panels, alongside satin-chrome detailing finish, along with Ford?s signature Ice Blue lighting to illuminate dials, switches and displays.

?The new Fiesta takes craftsmanship and ergonomics to the next level in the small-car segment, and will shift customer perceptions of what a small car should deliver,? said Ernst Reim, chief interior designer, Ford of Europe.

The new Fiesta comes in a choice of vibrant and dynamic colours, including new Copper Pulse, Hot Mustard and Candy Blue.

Ford?s SYNC Emergency Assistance function is offered on new Fiesta in Europe, and is able to alert local emergency services operators in 26 languages, spoken in 40 European regions ? more than any rival technology.

Praising the feature, Edmund King, AA president, said: ??We believe that Ford?s pioneering Emergency Assistance technology can help save lives.

?The AA would like to see ?e-call? as a safety feature on all new cars, as it helps notify the emergency services in that vital ?golden hour? after a serious crash when rapid medical attention can be the difference between life and death.?

Ford has also recently announced that the new Fiesta will come complete with six powertrains offering ?class-leading? fuel economy starting from 65.7mpg.

All powertrains will be available in the UK and offer sub-100g/km CO2 emissions, meaning that they are exempt from road tax and the London Congestion Charge.

New Ford Fiesta customers can also up the model?s eco-credentials by specifying an ECOnetic Technology variant, expected to deliver 87g/km CO2 emissions and return 85.6mpg.

On-the-road pricing for the new Fiesta ranges from ?9,795 to ?17,545, and the model will be available in UK showrooms from early 2013.

Michael Geist - UN Internet Meeting About Who Pays, Not Who Rules

Should the Internet be treated like traditional phone services when it comes to regulation and pricing? That is the contentious question as the International Telecommunications Union, a United Nations agency with roots dating back to 1865 and the interconnection of telegraph services, meets in Dubai next week for the World Conference on International Telecommunications (WCIT).? The WCIT is a treaty-writing event that has attracted growing attention given fears that the ITU and countries such as Russia plan to use it to press for greater control over the Internet.

My weekly technology column (Toronto Star version, homepage version) notes that there are certainly legitimate reasons for WCIT suspicion since the ITU lacks transparency and largely excludes public participation. For months, the ITU proposals scheduled for debate (known as International Telecommunications Regulations or ITRs) were shrouded in secrecy and the organization itself offered only limited opportunity for public participation. Moreover, some countries view the WCIT as an opportunity to increase their leverage over the Internet by proposing regulations that would increase governmental controls.

While these issues are cause for concern, proposals aimed at seizing control of Internet governance are unlikely to succeed and the reality is that governments already flex their regulatory muscles within the current U.S.-backed Internet governance framework.

The focus on a UN takeover of the Internet has obscured the real concern with the WCIT, namely efforts by telecom companies to find new sources of revenue by changing the way we pay for the Internet.

Before the emergence of the Internet, telecom companies often enjoyed monopolies within their own countries and were able to extract enormous fees for long distance calling and other services. Those revenues have diminished in recent years as the Internet enables consumers to shift from expensive telecom services to cheaper, more flexible, and less regulated Internet-based alternatives such as Internet telephony, instant messaging, and over-the-top video services.<p>Some telecom companies and developing countries with government-backed monopoly providers now view the WCIT as an opportunity to bring the traditional telecom model to the Internet. For example, the European Telecommunications Network Operators Association (ETNO), a consortium of 41 telecom companies, has proposed a new sender pay model for Internet traffic so that its members receive "fair compensation." </p><p>The interconnection of Internet traffic is generally managed through "peering" arrangements in which Internet providers exchange traffic without metering or further charges. The system means that sending Internet traffic to another provider is effectively free with revenues generated through a receiver pay model (ie. consumer and business monthly Internet access subscription fees). Internet providers face costs in building and maintaining their networks, but peering arrangements ensure that there are few additional costs in transmitting the data. </p><p>The ETNO has proposed replacing the current peering model with a "sending network party pays" model, which would create enormous new costs for major content providers such as Google or Netflix. The long-term impact would be to either shift significant new costs to consumers or lead to a global digital divide in which the large content companies stop sending traffic to uneconomic countries where the financial return from sending traffic is outweighed by the new transmission costs.</p><p>Not only is ETNO seeking a new payment model for Internet traffic, but it also wants new "quality of service" rules for the Internet that are reminiscent of older telecom models and which would threaten net neutrality principles that ensure that all Internet traffic is treated equally.</p><p>Many countries, Internet companies, and even North American telecom companies are on record as opposing ETNO's plans. Some have gone further by asking whether Internet services belong in a telecom discussion and expressing doubts about the need for ITRs in a marketplace that is largely deregulated and has relied on private contracts to address network traffic management. Top political leaders in New York put their heads together Monday on big requests for federal disaster aid as Gov. Andrew Cuomo announced that Superstorm Sandy ran up a bill of $32 billion in the state and the nation's largest city.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The cost does not include more than $32 billion for repairs and restoration and an additional accounting of over $9 billion to head off damage in the next disastrous storm, including steps to protect the power grid and cellphone network.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"It's common sense; it's intelligent," Cuomo said. "Why don't you spend some money now to save money in the future? And that's what prevention and mitigation is."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">New York Mayor Michael Bloomberg had announced earlier in the day that Sandy caused $19 billion in losses in New York City ? part of the $30 billion estimate Cuomo used.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">New York taxpayers, Cuomo said, can't foot the bill.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">"It would incapacitate the state. ... "This is an emergency. This should be separate of all the debate about the fiscal cliff and everything else."</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">The Cuomo administration has gained the public support of President Barack Obama and FEMA in New York's proposal for full reimbursement for storm damage, but state officials have privately worried about how much the state can get now.</p><p class="ap_para ap_para-d57851005a80479aaeeb90a12c70b9f6 entry-content">In the city, Bloomberg is asking federal lawmakers to put up nearly $10 billion to reimburse government agencies and private businesses. The Hamas government has charged a tax of around 14.5 percent since the beginning of 2012, the report said. In 2011 alone, 13,000 cars were estimated to have come through the tunnels.</p><p>Some smugglers have made a fortune off the smuggling.</p><p>"Eight hundred millionaires and 1,600 near-millionaires control the tunnels at the expense of both Egyptian and Palestinian national interests," Palestinian President Mahmoud Abbas, who leads the Palestinian Authority in the West Bank, <strong>told The Economist</strong>.</p><p>Thousands of other workers make a living transporting goods back and forth through the tunnels, <strong>reports say</strong>.</p><p>As of late 2010, around 1,000 tunnels were in operation along the border, the nonpartisan <strong>Congressional Research Service said in a report</strong>.</p><p><strong>ANALYSIS: What Gaza crisis taught Israel about Iran</strong></p><p>Hamas began a dramatic expansion off the tunneling network following Israel's 2005 withdrawal from the coastal territory, analysts say. NBC's Richard Engel reports.</p><!-- end15456084 --><p><strong>The Iran link<br/></strong>Many of the weapons smuggled into Gaza appear to have originated in Iran, experts say.</p><p><strong>Iran's fingerprints on Hamas weaponry, but role in Israel-Gaza crisis murky</strong></p> <p>The <strong>Israeli military released footage</strong> earlier this month that it said showed that many of Hamas' weapons, such as the Fajr-5 missiles, came from Iran.</p><p>The Shiite-led government in Iran has found common cause with the Sunni Hamas over a mutual foe, Israel, but experts agree that its influence is often indirect.</p><p>Still, according to a <strong>2009 cable obtained by WikiLeaks</strong>, Israeli intelligence told a U.S. official that Israel's air attacks on Gaza's tunnels were "part of a bigger campaign to address the main issue of Iranian support to Hamas."</p><p>For example, Israel said the Iranians had developed a version of the 122mm rocket specifically for Hamas: the weapon "came in four pieces that could fit through narrow tunnels and be reassembled in Gaza."</p><p><strong>Despite troubles at home, Egypt's Morsi is pivotal player in Mideast</strong></p><p>Israel has promised to ease its blockade on Gaza as part of a cease-fire last week that ended the intense fighting. Now you see it, now you don't. A new device invented at the Harvard School of Engineering and Applied Sciences (SEAS) can absorb 99.75% of infrared light that shines on it. When activated, it appears black to infrared cameras.</p> <p>Composed of just a 180-nanometer-thick layer of vanadium dioxide (VO2) on top of a sheet of sapphire, the device reacts to temperature changes by reflecting dramatically more or less infrared light.</p> <p>Announced November 26 in the journal <em>Applied Physics Letters</em>, and featured on its cover, this perfect absorber is ultrathin, tunable, and exceptionally well suited for use in a range of infrared optical devices.</p> <p>Perfect absorbers have been created many times before, but not with such versatile properties. In a Fabry-P?rot cavity, for instance, two mirrors sandwich an absorbing material, and light simply reflects light back and forth until it's mostly all gone. Other devices incorporate surfaces with nanoscale metallic patterns that trap and eventually absorb the light.</p> <p>"Our structure uses a highly unusual approach, with better results," says principal investigator Federico Capasso, Robert L. Wallace Professor of Applied Physics and Vinton Hayes Senior Research Fellow in Electrical Engineering at SEAS. "We exploit a kind of naturally disordered metamaterial, along with thin-film interference effects, to achieve one of the highest absorption rates we've ever seen. Yet our perfect absorber is structurally simpler than anything tried before, which is important for many device applications."</p> <p>With collaborators at Harvard and at the University of California, San Diego, Capasso's research group took advantage of surprising properties in both of the materials they used.</p> <p>Vanadium dioxide is normally an insulating material, meaning that it does not conduct electricity well. Take it from room temperature up to about 68 degrees Celsius, however, and it undergoes a dramatic transition. The crystal quickly rearranges itself as the temperature approaches a critical value. Metallic islands appear as specks, scattered throughout the material, with more and more appearing until it has become uniformly metallic.</p> <p>"Right near this insulator-to-metal transition, you have a very interesting mixed medium, made up of both insulating and metallic phases," says coauthor Shriram Ramanathan, Associate Professor of Materials Science at SEAS, who synthesized the thin film. "It's a very complex and rich microstructure in terms of its electronic properties, and it has very unusual optical properties."</p> <p>Those properties, when manipulated correctly, happen to be ideal for infrared absorption.</p> <p>Meanwhile, the underlying sapphire substrate has a secret of its own. Usually transparent, its crystal structure actually makes it opaque and reflective, like a metal, to a narrow subset of infrared wavelengths.</p> <p>The result is a combination of materials that internally reflects and devours incident infrared light.</p> <p>"Both of these materials have lots of optical losses, and we've demonstrated that when light reflects between lossy materials, instead of transparent or highly reflective ones, you get strange interface reflections," explains lead author Mikhail Kats, a graduate student at SEAS. "When you combine all of those resulting waves, you can coax them to destructively interfere and completely cancel out. The net effect is that a film one hundred times thinner than the wavelength of the incident light can create perfect absorption."</p> <p>The challenge for Capasso, Ramanathan, Kats, and their colleagues was not only to understand this behavior, but also to learn how to fabricate pure enough samples of the vanadium dioxide.</p> <p>"Vanadium oxide can exist in many oxidation states, and only if you have VO2 does it go through a metal-insulator transition close to room temperature," Ramanathan explains. "We have developed several techniques in our lab to allow exquisite compositional and structural control, almost at the atomic scale, to grow such complex films. The resulting phase purity allows us to see these remarkable properties, which otherwise would be very difficult to observe."</p> <p>Because the device can be easily switched between its absorbent and non-absorbent states, the possible applications are quite wide ranging and include bolometers (thermal imaging devices) with tunable absorption, spectroscopy devices, tunable filters, thermal emitters, radiation detectors, and equipment for energy harvesting.</p> <p>"An ideal bolometer design needs to absorb all of the infrared light that falls on it, turning it to heat, and correspondingly its resistance should change a lot per degree change in temperature," notes Kats. Laws meant to prevent the overuse of expensive healthcare services don?t stop doctors from using pricey prostate cancer treatments, according to two new studies.</p> </span><span id="midArticle_1"></span> </p><p>Researchers found doctors used robots and special radiation to treat prostate cancer regardless of whether their area had laws requiring government approval before money is spent on healthcare facilities and new equipment.</p> <p>?Certificate of need laws were designed to align public need with use of different services,? said Dr. Bruce Jacobs, a lead author of one of the studies from the University of Michigan in Ann Arbor.</p> <p>The U.S. government required states to implement the laws in the 1970s and early 1980s, but stopped a few decades ago. Still, some states continue to use the laws in an effort to control costs.</p> <p>In each study, the researchers looked at treatments for prostate cancer, which is the most common cancer in American men.</p> <p>The American Cancer Society estimates that one in every six men will be diagnosed with prostate cancer in their lifetime, but most will not die from it. Past research found that many men?s prostate cancer is slow-growing, and most are candidates for active surveillance or ?watchful waiting.?</p> <p>In Jacobs?s study, the researchers looked at whether states with strict laws ? those that require approval for even low-cost equipment ? used robotic surgery to remove fewer prostates than states with less strict or no laws.</p> <p>Jacobs and his colleagues write in The Journal of Urology that the price of such robots, and the questions surrounding whether or not robotic surgery to remove a prostate is better than the old-fashioned way should make it an ?ideal target? for review under the laws.</p> <p>In September, for example, one of the studies that have questioned the usefulness of robotic surgery found that men who had robotic surgery ended up having fewer short-term complications, but questioned its long-term benefits and whether the hefty price tag of $1.5 million in startup costs is worth it. (see Reuters Health article of Sep. 12, 2012:)</p> <p>But another recent study found robotic surgery led to fewer complications, fewer readmissions to the hospital, and fewer deaths due to surgery than traditional methods, according to Intuitive Surgical, the maker of the da Vinci Surgical System.</p> <p>?That is significant for the patient and for reducing overall costs to the system,? wrote Angela Wonson, a spokesperson for Intuitive Surgical, in an email to Reuters Health.</p> <p>Overall, in the new study, the use of robotic surgery to remove prostates in Medicare patients increased regardless of whether there were strict, less strict or no laws in place. Also, the chance a surgeon used robots had nothing to do with the laws.</p> <p>RADIATION AND COSTS</p> <p>A second study by another group of researchers looked at whether the laws limited the use of intensity modulated radiation therapy (IMRT) or slowed the growth of healthcare costs related to prostate cancer.</p> <p>IMRT allows doctors to focus radiation beams onto the cancer without harming healthy tissue.</p> <p>However, the researchers write that IMRT is costly and ? to their knowledge ? has not been compared to other prostate cancer treatments in a randomized controlled trial, which is considered the ?gold standard? of medical research.</p> <p>In a group of Medicare patients, Dr. Ganesh Palapattu, the chief of urologic oncology at the University of Michigan and the study?s senior researcher, found that areas with the laws actually saw greater growth in IMRT use.</p> <p>Palapattu and his colleagues found that IMRT use increased from about 2 percent of all prostate cancer treatments in 2002 to almost half in 2009 in areas with the laws.</p> <p>In areas without the laws, IMRT use increased from about 11 percent of all prostate cancer treatments to about 42 percent over the same time span.</p> <p>The laws also didn?t seem to help control prostate cancer treatment costs when the researchers compared the price to treat one person with prostate cancer in states with laws, compared to states without laws.</p> <p>Palapattu told Reuters Health that it may be time to reevaluate the regulations.</p> <p>?If the goal is to limit the overutilization of more expensive therapies and to improve efficacy or health, then we have to reexamine how we?re doing this,? he said.</p> <p>Jacobs told Reuters Health that there is more research to be done, because his group?s study did not look at how many applications for equipment may have been turned down by the states? approval board.</p> <p>?I think if we really want to get to the bottom of how effective these (laws) are, the next step is to really look closely at each state?s process of review,? he said.</p> <p>Palapattu said he?d also like to see if the findings are the same for non-Medicare patients. You could call this "Pac-Man, the Sequel." Scientists with NASA's Cassini mission have spotted a second feature shaped like the 1980s video game icon in the Saturn system, this time on the moon Tethys. (The first was found on Mimas in 2010). The pattern appears in thermal data obtained by Cassini's composite infrared spectrometer, with warmer areas making up the Pac-Man shape.</p> <p>"Finding a second Pac-Man in the Saturn system tells us that the processes creating these Pac-Men are more widespread than previously thought," said Carly Howett, the lead author of a paper recently released online in the journal Icarus. "The Saturn system -- and even the Jupiter system -- could turn out to be a veritable arcade of these characters."</p> <p>Scientists theorize that the Pac-Man thermal shape on the Saturnian moons occurs because of the way high-energy electrons bombard low latitudes on the side of the moon that faces forward as it orbits around Saturn. The bombardment turns that part of the fluffy surface into hard-packed ice. As a result, the altered surface does not heat as rapidly in the sunshine or cool down as quickly at night as the rest of the surface, similar to how a boardwalk at the beach feels cooler during the day but warmer at night than the nearby sand. Finding another Pac-Man on Tethys confirms that high-energy electrons can dramatically alter the surface of an icy moon. Also, because the altered region on Tethys, unlike on Mimas, is also bombarded by icy particles from Enceladus' plumes, it implies the surface alteration is occurring more quickly than its recoating by plume particles.</p> <p>"Studies at infrared wavelengths give us a tremendous amount of information about the processes that shape planets and moons," said Mike Flasar, the spectrometer's principal investigator at NASA's Goddard Space Flight Center in Greenbelt, Md. "A result like this underscores just how powerful these observations are."</p> <p>Scientists saw the new Pac-Man on Tethys in data obtained on Sept. 14, 2011, where daytime temperatures inside the mouth of Pac-Man were seen to be cooler than their surroundings by 29 degrees Fahrenheit (15 kelvins). The warmest temperature recorded was a chilly minus 300 degrees Fahrenheit (90 kelvins), which is actually slightly cooler than the warmest temperature at Mimas (about minus 290 degrees Fahrenheit, or 95 kelvins). At Tethys, unlike Mimas, the Pac-Man pattern can also be seen subtly in visible-light images of the surface, as a dark lens-shaped region. This brightness variation was first noticed by NASA's Voyager spacecraft in 1980.</p> <p>"Finding a new Pac-Man demonstrates the diversity of processes at work in the Saturn system," said Linda Spilker, Cassini project scientist at NASA's Jet Propulsion Laboratory, Pasadena, Calif. Autonomy co-founder Mike Lynch has denied any wrongdoing. </p><p>HP bought Autonomy for a hefty $11.1 billion last year. HP has said it alerted regulators on both sides of the Atlantic. </p><p>The lawsuit, one of the first to be filed by investors on the Autonomy mess, said HP hid the fact it gained control of Autonomy based on financial statements that could not be relied upon. Sorry, fellas, but <span class="yshortcuts" id="lw_1353798192_0">President Barack Obama</span>'s re-election makes it official: Women can overrule men at the ballot box.</p><p>For the first time in research dating to 1952, a presidential candidate whom men chose decisively ? <span class="yshortcuts" id="lw_1353798192_1">Republican Mitt Romney</span> ? lost. More women voted for the other guy.</p><p>It's surprising it didn't happen sooner because women have been voting in larger numbers than men for almost three decades, exit polls show.</p><p>But men, who make up less than half the U.S. population, always have exercised power greater than their numbers and they aren't about to stop now.</p><p>When it comes to elections, males as a group are more influential because they show less party loyalty than women, who skew Democratic.</p><p>Despite all the focus on candidates courting Hispanics or the working class, men are the nation's ultimate swing voters; they're why Republican George W. Bush became president and Republican John McCain didn't.</p><p>Their move away from Obama this year expanded the voting "<span class="yshortcuts" id="lw_1353798192_3">gender gap</span>." It wasn't enough to determine the outcome, but came close.</p><p>So presidential hopefuls staring into the gender gap in 2016 might want to look beyond the usual controversies over "women's issues" such as abortion or the polling fads such as "Wal-Mart moms." Maybe it's time to pause and consider the fickle male. Maybe it's time to ask, "What do men want?"</p><p>In the voting booth, that is.</p><p>"I don't think we fully understand it yet," political scientist Christina Wolbrecht of the University of Notre Dame said about why <span class="yshortcuts" id="lw_1353798192_4">men and women</span> vote differently. But she said plenty of research on elections going back to the 1950s indicates it's not because of issues such as equal pay, birth control coverage in health plans or Romney's awkward reference to "binders full of women."</p><p><span class="yshortcuts" id="lw_1353798192_8">Paul Kellstedt</span> has some ideas. A Texas A&M associate professor of political science, Kellstedt studies what American men and women want from their <span class="yshortcuts" id="lw_1353798192_5">government</span> and how that shifts over time.</p><p>Like Wolbrecht, he noted that the sexes aren't that different, at least when it comes to the issues.</p><p>Studies have found that the opinions that separate liberals and conservatives, even on issues such as abortion, don't divide the sexes much. <span class="yshortcuts" id="lw_1353798192_2">Men and women</span> are about as likely to fall on either side of those debates, and millions of each happily line up with each political party.</p><p>But there has been a consistent thread of disagreement for decades over what role the <span class="yshortcuts" id="lw_1353798192_6">government</span> should play. It's not a big gap, but it is statistically significant, about 4 percentage points or 5 points in many studies, Kellstedt said. As a group, women tend to like bigger government with more health and welfare programs; men lean toward smaller government that spends less, except on the military.</p><p>Sort of the social safety net versus rugged individualism. Or Obama versus Romney.</p><p>There are lots of possible reasons the genders see this differently.</p><p>Besides women's traditional role as family nurturers, they also live longer than men and so are more likely to rely on Social Security and Medicare. Women are more likely to be poor. They're more likely to be single parents struggling to pay for child care, education and medical bills. Men may feel many social programs are expensive and won't benefit them.</p><p>"Women tend to believe that government has a role to play, that it should be a partner in their life," said Democratic pollster Celinda Lake. "Men tend to think it's been a good day when the government hasn't done anything bad to you."</p><p>When the nation as a whole drifts to the left or right on the big government-small government debate, the gap between men and women fluctuates. Men and women shift their views in the same direction, Kellstedt said, but men as a group tend to change their minds faster and move their views farther.</p><p>"The variation among men's opinions is larger," he said. "The flighty, moody ones are the men, not the women."</p><p>He said this difference of opinion on the role of government isn't big enough to entirely explain the larger gender gap in voting, however. "It's a little bit of a puzzle."</p><p>Women as a group voted Democratic in the past six presidential races, from 1992 through 2012, according to exit polls. The last time they decisively supported a <span class="yshortcuts" id="lw_1353798192_7">Republican</span> was Ronald Reagan's re-election in 1984. The Reagan years were when Americans first began taking note of the "gender gap," as women's rights groups emphasized that female support for Reagan in 1980 was narrow while male voters overwhelmingly endorsed him.</p><p>Men lean Republican but play the field. In the past six presidential races, men voted Republican three times, Democratic twice (including barely supporting Obama in 2008), and essentially split their vote in the 1996 Bill Clinton-Bob Dole race, exit polls show.</p><p>This year Obama campaigned on giving a leg up to those needing education, health care or job training. Romney talked about shrinking government, except for the military, and said overgrown social programs were creating a culture of dependency. Their arguments fit the long-running fissure of the gender gap.</p><p>"Women stuck with Obama," said Karen Kaufmann, a University of Maryland associate professor who studies the gender gap. "We didn't see a lot of movement from women. The movement was really men going back to the Republican Party."</p><p>Women's support for Obama dropped just 1 percentage point from 2008; they voted for him by 55 percent to 44 percent this time. Men's support for Obama dropped 4 points, flipping them to Romney's side, by a 52-45 margin. Women were 10 percentage points more likely to vote for Obama than men were, according to the survey of voters at the polls conducted for The Associated Press and television networks.</p><p>Gallup polling has tracked the gender gap since 1952. Gallup says this year's gender divide was 20 percentage points, the largest ever using its method of calculation.</p><p>The gender gap isn't just a white thing. It exists even among minorities that vote overwhelmingly Democratic. Obama got 96 percent of black women's votes, but 87 percent of black men's, compared with 76 percent of Hispanic women and 65 percent of Hispanic men, according to the exit poll.</p><p>"We group together this white male vote and sort of put that in the Republican ledger and we don't talk enough about all the various subgroups that fit within men and the multiple issues and currents that determine how they're going to vote," said sociologist Donald Levy, director of the Siena College's research institute.</p><p>"The Democrats aren't succeeding with some of these folks," Levy said. If you know how to move your attention without the involvement of mind, positive creation happens as a result. Attention is literally a life response whereas mind is reaction out of memory and reaffirmation of the past. Attention is not same as thinking mind but it constitutes pure awareness moving itself through different objects without creating friction.</p> <p>I am stating below some examples as to how life responds to the power of attention. Here?s one:</p> <p>One small business owner decided to give attention to his accounts, balanced eight months of back bank statements, and miraculously received $5000 from nowhere the next day.</p> <p>The key is attention without interpretation of the situation. A mere attention and intention to improve is sufficient.</p> <p>If you bring your personal or business accounts fully and accurately up to date, you?ll be able to watch the money flow to you!</p> <p>Money is not the only thing that responds to attention. So do ordinary objects and things. Consider this example:</p> <p>A businessperson was unable to make any substantial sales. He was told that he should give attention to and evaluate his remaining current stocks, and then make a full effort to sell them off. After making an effort of selling but a few of the minimal stocks, an order arrived equal to six months of normal sales!</p> <p>We have often seen this phenomenon where a business owner concerned by low sales or cash made the effort to sell off remaining unsold stocks, and life responded by bringing more sales. This is a powerful example of the power of attention to objects and things.</p> <p>One way we give attention is by adopting the personal value of maximizing the way you use your current resources, such as money, materials, and time. Here?s an example of how one manufacturer applied the value of maximum utilization of a limited resource, which resulted in a very favorable situation for the company:</p> <p>?In the manufacture of welding electrodes, Low Carbon Ferro Manganese is one of the main raw materials. The manufacturer who was supplying us suddenly informed that their plant is shut down for maintenance and that there will not be any supply from them for the next two months. It is an expensive material so the stock holding was minimum. There are only very few manufacturers of this item and they are all located at far away places. We had little time to arrange supply from other sources. The stock on hand was sufficient for 5 days of production only. We decided that not a particle of LCF should be wasted and alerted all the workers to be extra careful. The shop floor was swept thoroughly and all the spilled material were collected, screened and used. We provided attention to what could immediately be attended. Coincidentally, within two days, a Managing Director of a company manufacturing LCF in Orissa (which is about 1300 kilometers away from Pondicherry) visited our unit; over the phone (from Pondicherry) he instructed his plant to dispatch material to us. From the previous supplier we were buying the material against payment. Where as this company offered us a credit of 30 days. We did not negotiate any terms with them. They themselves agreed to supply at the same price. We were frank in telling them the precarious situation we were in. In spite of knowing our weak situation, they did not take any undue advantage. We are continuing with them.?</p> <p>Moral is they didn?t wasted the material further and alerted all the workers to be extra careful. The shop floor was swept thoroughly and all the spilled material were collected, screened and used. They provided attention to what could be immediately attended. Moral is mere attentions to a situation without being caught up in its interpretation brings order into it. One need not worry, anxiety (using mind) but need to attend to immediate things including the people and objects and the universe arranges rest of the trappings to bring in the harmony into the area of attention.</p> <p>Here?s a closely related example of the power of attention to things through the application of the value of maximum utilization, and life response:</p> <p>X, the proprietor of a company, engaged Y as his consultant to improve his business. Y, the consultant, noticed a machine, which X deemed not useful to his present business, kept in a sorry state. Y requested X to repair and repaint it and keep it ready for production. X laughed and said, ?This machine </p> <p> is idle for last many years without any order. I can not spend money on it. As soon as I get orders, I will repair and repaint the machine.? Y thought X was looking at things in the wrong way.</p> <p>Y told X, ?If you keep machine ready for production and if you genuinely wish that this machine should yield profits, you will get orders. Life will favorably respond.?</p> <p>X followed Y?s suggestion. After a day or two, X?s cousin, an engineer, came to his factory. The newly painted machine gained his attention. He took interest in the machine. He told X that he was interested in starting a new factory. If X could give the machine to him, he could earn profit from the first month onwards and a share of the income would go to X. An agreement was struck and the machine became a cash cow.</p> <p>Moral is begin with trust that in the end everything will be organized and take your first step forward in the trust that the universe will arrange the trapping, your job is to attend the immediate objects, people and rest will follow on its own timing. In this case they attended a machine deemed not useful to his present business.</p> <p>So all sorts of things respond to attention; animate and inanimate!</p> <p>One final example will show how the power of attention is tied in to organizing things one level higher than it is currently organized.</p> <p>A company had just launched a new product, yet did not yet have any sales on the product, despite considerable effort. One day the manager decided to go through the operations manual to update it to the latest information, including procedures related to the new product. He did this late in the work day. Early the very next morning he saw the first order for the product come in through the company?s web site.</p> <p>Finally, let?s not forget to mention that people also, of course, respond to attention.</p> <p>Mind creates friction, attention creates movement. If you experience movement without friction, its attention and not the mind and you can assume that you are in a creative state. We invite restlessness through preconceived ideas about the state of reality. Creativity begins when you can stabilize in a chaotic environment looking at it as an ever expanding life rather than mere problems; all the chaos is a life itself expanding to create new bridges where there are none. As a result, trust takes over fear and panic. New things or events or people are seen as opportunities to organize the life one step up. It is through chaos that the new order is borne, so chaos need not be seen as something to fear about but life itself stretching the limits to organize one step further. A relaxed attitude takes over the panic and fear.</p> <p>Attention itself brings in the order when used wisely in a trusting manner. Things are disorganized on account of lack of attention and ignorance of it?s values.</p> <p>Attention brings in the order. Place your attention in the areas where you seek improvements, hang out loosely expecting to improve the area, rest will follow. A roadside bomb killed at least seven people near a Shiite procession in Pakistan on Saturday, police said, while security forces were on high alert over fears of large-scale attacks on the minority sect across the country.</p><p>Pakistan is suspending phone coverage in many cities this weekend, an important one in the Shiite Muslim calendar, after a series of bomb attacks on Shiites triggered by mobile phones.</p><p>Hardline Sunnis have threatened more attacks as the Shiite mourning month of Muharram comes to a climax. More than a dozen people have already been killed this week observing Muharram.</p> <hr class="excerptEnd"/> <p>Saturday's attack occurred in the city of Dera Ismail Khan in Pakistan's northwest, a stronghold of al-Qaeda-linked Sunni militant groups who regard Shiites as non-Muslims and have stepped up sectarian attacks in a bid to destabilize Pakistan.</p><p><strong>Boy hurled from street to roof</strong><br/>Four children were among those killed by the bomb that police said was set off by a television remote control device because cellphones were not operational. Khalid Aziz Baloch, a senior medical official, said 30 people were wounded.?</p><p>The explosion was so powerful that it hurled a young boy onto a rooftop from a street, where a man later carried away half of his body, as a policeman with a bomb detector and residents stood near blood stains.</p><p>Intelligence information indicates more attacks have been planned for the coming days in the capital city of Islamabad, Karachi and Quetta. Hamas, deemed a terrorist organization by the U.S. and Israel, won parliament seats in Gaza in 2006 and took control of the area in 2007.</p> <hr class="excerptEnd"/> <p>Israel's declared goal is to deplete Gaza arsenals and press Hamas into stopping cross-border rocket fire that has plagued Israeli border towns for years.</p><p>But both sides are amenable to a truce and have stated their conditions: Hamas demands that Israel stop killing its leaders and asks for more freedom to travel and to import goods, NBC?s Richard Engel reported. According to al-Jazeera news service, Khaled Meshaal, a Hamas leader, said Israel must lift a six-year blockade of the Gaza Strip.</p><p>It's estimated that nearly 40 Hamas militants have been assassinated in the last six days as the fighting escalates between Gaza and Israel. NBC's Richard Engel reports. </p><!-- end15294740 --><p>Israel has asked for a ceasefire, according to an Egyptian diplomat, more talks and that Hamas deliver its weapons.</p><p><strong>Related: Hamas says land war would cost Israel PM Netanyahu the election </strong></p><p>In Gaza, Israeli drones have targeted Hamas militants, but those militants often reside in densely populated areas, and civilians are among the casualties. The Iron Dome has been a huge success, reports NBC?s Martin Fletcher, but it misses two out of 10 rockets.</p><p>The Iron Dome system is also pricey -- $30 million a battery, of which Israel has five. Israel needs 13 to protect the whole country. Each rocket costs $100,000 but is viewed as well worth the cost ? by saving lives, there is less pressure on the government to invade Gaza, Fletcher explained. Israel also has more time to negotiate a truce.</p><p>Egyptian diplomats and youth activists have visited Gaza in the last six days ? unheard of in the past. For the newly-elected Egyptian President Mohammed Morsi, the negotiations could determine whether Egypt can once again play a role in solving the Middle East?s big problems, reports NBC?s Ayman Mohyeldin.</p><p>The anti-missile system made in Israel and helped by American money, recognizes which rockets will hit an inhabited area and knocks them out while ignoring the others. She said the whole building shook," said Etti Gabai, a 45-year-old clerk. "She's not well. She had to take some anxiety pills to calm down."</p><p>At the Castro clothing store, one of the few shops to remain open, employees turned to the only topic in town.</p><p>Eden Lankri, a 21-year-old saleswoman, said she has been largely confined to her room and, making matters worse, her boyfriend had been called up for military reserve duty. Even so, she hoped the offensive would continue.</p><p>"We don't want a cease-fire yet. We can continue to absorb it all so long as eventually it will stop once and for all," she said. "If we stop now it will be a waste.
