Novo cautious on 2013 as it awaits new insulin approval

COPENHAGEN (Reuters) - Denmark's Novo Nordisk on Wednesday gave a cautious outlook for 2013, reflecting uncertainty over approval for its new long-acting insulin in the United States and slowing global insulin growth.

The world's biggest insulin producer is currently awaiting the outcome of an assessment from a U.S. expert panel on ultra long-acting insulin degludec, which Novo plans to market under the brand name Tresiba.

Last week, the panel said it would study the heart safety of the drug, stoking concerns that degludec's benefits may not outweigh its potential risks in the eyes of U.S. regulators, who have already delayed a decision on the product.

Novo Nordisk forecast 2013 operating profits and sales growth in high single digits, measured in local currencies.

The group has consistently delivered revenue growth of at least 10 percent and earnings before interest and tax (EBIT) growth of around 15 percent since 2006.

"The impact of that product (Tresiba) on the key U.S. market is very very hard to predict, and our growth outlook had to take that into consideration," Chief Financial Officer Jesper Brandgaard said at a news briefing. "We are leaving ourselves flexibility."

It raised its full-year 2012 outlook after a 40 percent spike in third-quarter core profit beat analysts' forecasts.

"The expectations for 2013 sales could have been a little higher," said Sydbank analyst Soren Lontoft. "The earnings forecast looks fine considering the high costs for the launch of Tresiba in the new year."

Generic competition, government price reforms, a global decline in insulin volume growth and significant costs related to the launch of degludec were also reflected in the 2013 outlook.

"Whilst the 2013 guidance is just broadly in line, this is a preliminary number and we would expect this to be increased at the full-year 2012 results," Jefferies said in a note to clients.

STRONG Q3 RESULT

In the third quarter of 2012, Novo Nordisk reported a 40 percent rise in EBIT to 7.86 billion Danish crowns ($1.37 billion), beating an average 7.23 billion forecast in a Reuters poll of analysts.

The result was driven by a 62 percent jump in sales of diabetes drug Victoza, one of Novo's biggest growth drivers, and a 23 percent rise in modern insulin sales.

Sales rose to 19.85 billion crowns, roughly in line with analysts' average 19.92 billion estimate.

Novo raised its 2012 sales growth forecast in local currencies to 10 to 12 percent from 9 to 12 percent and said it expected operating profit growth of 16 to 18 percent versus 15 percent previously.

Shares in Novo Nordisk rose 0.7 percent by 1200 GMT, against a 0.2 percent fall in the European healthcare sector index and a 0.1 percent rise in the Copenhagen stock exchange's benchmark index.

"The third quarter report was better than we had expected," said DNB analyst Rune Dahl.

Novo Nordisk shares have risen 42 percent since the start of the year, outpacing the European healthcare index which has gained about 12 percent.

Novo Nordisk said it would launch a new share buyback program shortly.

Last week, French drugmaker Sanofi forecast 2012 earnings would fall less than expected as cost cuts and demand for diabetes and rare disease drugs cushion the blow from patent expiries.

Also last week, Eli Lilly and Co and Bristol-Myers Squibb Co posted lower-than-expected profits as their former top medicines were pounded by cheaper generics and sales of other products disappointed.

(AP) ? Kung Fu Panda, The Freak, The Beard and all their seed-throwing buddies are on top of baseball ? again.

They may be under the radar, unappreciated and unexpected. But they're unassailable, the winner of two World Series titles in the last three years.

Their sweep of the Detroit Tigers, completed Sunday night with a 4-3, 10-inning win, was simply historic.

No National League team had swept a World Series since the 1990 Cincinnati Reds.

No NL team had won twice in a three-year span since the Big Red Machine in 1975-76.

"I'm numb, really, the fact that we've won two World Series in the last three years," Giants manager Bruce Bochy said. "This will sink in, but right now, I'm kind of speechless on that."

This happens in the NL only slightly more often than appearances of Haley's Comet. They are just the fifth NL team to accomplish the feat since the 1907-08 Chicago Cubs, joining the 1921-22 New York Giants, the St. Louis Cardinals of '44 and '46, the Los Angeles Dodgers of '63 and '65, and that Big Red Machine.

And these Giants did it with small ball, becoming only the fifth big league team ? and the first since the 1982 Cardinals ? to win the title after finishing dead last in home runs during the regular season.

"Our guys had a date with destiny," Giants general manager Brian Sabean said.

Marco Scutaro delivered one more key hit this October, a go-ahead single with two outs in the 10th inning against Phil Coke.

On a night of biting cold, stiff breezes and some rain, the Giants sealed the title when Sergio Romo got Triple Crown winner Miguel Cabrera to look at strike three for the final out.

"Tonight was a battle," said Giants catcher Buster Posey, the NL batting champion. "And I think tonight was a fitting way for us to end it because those guys played hard. They didn't stop, and it's an unbelievable feeling."

Posey, the only player in the starting lineup when San Francisco win the 2010 clincher at Texas, celebrated with his teammates in the center of the Comerica Park diamond. In the clubhouse, they hoisted the trophy, passed it around and shouted the name of each player who held it.

"World Series champions!" hollered outfielder Hunter Pence, who started the pregame seed-tossing ritual.

Pedro Sandoval, nicknamed Kung Fu Panda, was benched for most of the 2010 Series and then went 8 for 16 this year, including a three-homer performance in Game 1, to win MVP honors.

"I was ready for the moment," he said. "I was waiting for the opportunity to be in the playoffs again."

Cabrera delivered the first big hit for Detroit, interrupting San Francisco's run of dominant pitching with a two-run, wind-blown homer over the right-field wall in the third.

Posey put the Giants ahead 3-2 with a two-run homer in the sixth and Delmon Young hit a tying home run in the bottom half.

San Francisco then won a battle of bullpens.

Ryan Theriot led off the 10th with a single against Phil Coke, moved up on Brandon Crawford's sacrifice and scored on a shallow single by Scutaro, the MVP of the NL championship series. Center fielder Austin Jackson made a throw home, to no avail.

"We were very adamant that we have to step on their throats," Giants pitcher Barry Zito said. "We saw what they did to New York."

Santiago Casilla got one out in the ninth for the win. Romo struck out the side in the bottom of the 10th for his third save of the Series.

The Giants finished the month with seven straight wins and their seventh Series championship. They handed the Tigers their seventh straight World Series loss dating to 2006.

"Obviously, there was no doubt about it," Tigers manager Jim Leyland said. "It was freaky. I would have never guessed we would have swept the Yankees and I would have never guessed the Giants would have swept us."

The Giants combined for a 1.42 ERA, outscored the Tigers 16-6 and held them to a .159 batting average ? third-lowest in Series history ahead of only the 1966 Baltimore Orioles (.146) and 1966 Dodgers (.142).

"This was the worst day of my career," Tigers catcher Alex Avila said. "They played great, and we didn't. It's that simple."

The NL has won three in a row for the first time in 30 years. San Francisco won six elimination games en route to the title.

Once again, San Francisco took an early lead. Pence hit a one-hop drive over the center-field fence for a double and Brandon Belt tripled off the right-field wall on the next pitch for a 1-0 lead in the second.

The next inning, Cabrera gave the Tigers a reason to think this night might get them back on track to end a title drought dating to 1984.

With two outs and a runner on first, Cabrera lofted an opposite-field fly to right ? off the bat, it looked like a routine out shy of the warning track. But with winds gusting over 25 mph, the ball kept carrying, Pence kept drifting toward the wall and the crowd kept getting louder.

Just like that, it was gone.

Cabrera's homer gave Detroit its first lead of the Series, ended its 20-inning scoreless streak. Trailing for the first time since Game 4 of the NL championship series, Posey and the Giants put a dent in Detroit's optimism. Scutaro led off the sixth with a single and clapped all the way around the bases when Posey sent a shot that sailed just inside the left-field foul pole for a 3-2 lead.

Young, the ALCS MVP against the Yankees, made it 3-all with another opposite-field homer to right, this one a no-doubt drive.

But other Tigers disappointed. Prince Fielder, signed to a $214 million deal last winter, finished 1 for 14 (.071) against the Giants without an RBI. Cabrera, the first Triple Crown winner in 45 years, was 3 for 13 (.231) with three RBIs.

"You just don't get to write your own script," Fielder said.

San Francisco did. The Giants overcame a 2-0 deficit against Cincinnati in the best-of-division series by winning three straight on the road. They overcame a 3-1 hole against defending champion St. Louis in the league championship. And then they became the first champion that hit the fewest home runs in the majors since St. Louis in 1982.

Brian Wilson ? aka The Beard ? missed nearly the entire season. Tim Lincecum ? aka The Freak, was ace of the staff during the 2010 title run. He morphed into a middle reliever who held the Tigers hitless in a pair of outings.

Sandoval said "heart" was the critical ingredient.

"It's amazing what they accomplished," Bochy said. "I think when you look at this club, the terms 'teamwork,' 'team play,' and 'play as a team,' that's used loosely, but these guys truly did. They set aside their own agenda and asked what's best for the club. And we put guys in different roles, nobody ever said a word, complained or anything, and that's the only way it got done."

World Series Game 2 draws record-low rating

(AP) ? The Giants' shutout of the Detroit Tigers drew a record-low television rating for Game 2 of the World Series.

San Francisco's 2-0 win Thursday night on Fox earned a 7.8 fast national rating and 12 share, down 12 percent from last year's St. Louis Cardinals-Texas Rangers matchup. The previous low was an 8.1 for the 2008 Philadelphia Phillies-Tampa Bay Rays series.

Fox said Friday the rating was up 3 percent from the Giants' rout in Game 1 on Wednesday.

The "Thursday Night Football" Buccaneers-Vikings game on NFL Network went up against the World Series for the first time and had 5.2 million viewers, not including fans in the Tampa and Minneapolis areas who watched simulcasts on local channels. That's down from a season average of 7.1 million. The World Series was watched by 12.3 million people on Fox, which is available in about 60 percent more homes than NFL Network.

Ratings represent the percentage of all American homes with televisions tuned to a program. Shares represent the percentage of all homes with TVs in use at the time.

A Lack of Real Vision is Stalling the PR Industry | Business 2 ...

PR thought leaders and industry crisis

First, a caveat ? I don?t know the folks whose quotes I?m about to use as examples of why the PR industry is struggling. They could be (and probably are) very smart and accomplished business people.

So, this isn?t a ?go? at them.

With that being said, however, this recent report/white paper does seem to highlight exactly why the PR industry is continuously seen as one that?s been slow to adapt to the new business landscape and, as such, is holding agencies and consultants back.

First, let?s take a look at the piece.

The PR Firm of the Future

As a precursor to the PRWeek Conference on November 14, Michael Lasky ? senior partner and head of PR at law firm Davis & Gilbert LLP ? asked this question:

What is the most important way in which the PR agency of 2017 will be different from the PR agency of today?

Michael asked 8 leaders of independent agencies. The responses included:

- Ken Eudy, CEO, Capstrat: ?The PR firm of 2017 will increasingly help is clients become publishers and broadcasters? communicating directly with stakeholders without having their messages filtered through traditional media.?

- Maril MacDonald, CEO, Gagen MacDonald: ?The successful firm of 2017? will be interested in relationships, not transactions. It will think about the long-term strategy, not short-term tactics. It will add value through a technology-driven collaborative dialogue??

- Elise Mitchell, CEO, Mitchell Communications Group: ?The firm of the future will be known as a business strategist with communications expertise. It will offer integrated services that create solutions? leveraging earned, owned, paid, shared and promoted media in all channels including digital.?

- Jennifer Prosek, CEO, Prosek Partners: ?Practitioners in 2017 will be required to think across the marketing mix and successfully drive campaigns versus simply owning the traditional earned media channels. Firms will need to articulate the value of results that engage their audience versus simply offering impressions.

These are just four quotes I pulled from eight agency leaders. Others include:

  • ?Providing value at this level is not only the key to establishing lasting partnerships, but also creates a desire? to partner with this organization?;
  • ?Multidisciplinary expertise will be the firm?s leading competitive asset?;
  • ?THE PR firm of the future? will deploy a mix of paid, earned, owned and shared media that can be monitored and measured directly in real time.?

All good stuff. All good advice. If this weren?t already happening today in 2012, versus what should happen in 2017.

The PR Firm of Today and Yesterday

While there are some good quotes from the assembled eight agency folks, the ?problem?, if you like, is that they were asked what the PR firm of the future would look like.

So, you?d kind of hope/expect to hear stuff that no-one?s really doing at the minute, or ideas that are really pushing the industry forward.

Unfortunately, the majority of the soundbites would be futuristic if they were answers from circa 2008/2009.

Suggestions that brands become publishers and broadcasters, for example, miss how well blogs and social networks have been used by brands and agencies for the last 3-4 years.

You only need to look at programs like Sony?s Digital Dads, or Ford?s blogger outreach campaigns, to see how well this has been done in the last few years. And smaller businesses are increasingly using blogs to educate their audience and grow their customer audience and loyalty.

Then there?s the prediction that the PR firm of the future will deploy a mix of paid, earned, owned and shared media while being able to monitor and measure in real time.

When I was working on a RIM account back in 2009 to launch the Bold 9700 in the U.S., we used a collaborative strategy that saw us involve Facebook, Twitter and YouTube to create a fully interactive experience for you and your friends. This was supplemented by paid media ads as well as partnerships with BlackBerry communities.

We measured and identified where the campaign was working, where it needed help, and which communities were driving real value and worth around the promotion.

The result was millions of impressions, thousands of handsets pre-ordered and sold, and an industry award for the campaign itself.

That was in 2009 ? and I know we weren?t the first to use true integration in campaigns.

The Future is Now

And this is exactly why this ?prediction paper? just adds to the view that PR is being left behind, versus countering that belief.

There?s no doubt that there are great agencies doing great things. Companies like Arment Dietrich, RKPR, Mullen, Voce, V3 and more. And the reason they?re leading the way today is because they?re already practicing what?s being predicted for 2017.

They?re integrating channels and expertise now. They?re not silo?ing PR from marketing from digital from strategy from creative and more ? they?re running these as fully integrated ideas from the start, and have been for years.

My friend Rick Rice, a 35-year industry veteran, sums it up best with this quote:

The PR business is need of disruptive change and none of this generation are even willing to try.

There?s no doubt the PR industry has a perception problem, and it?s great to see it trying to move forward. I just wonder how far it can move when it still seems to be behind the curve on so many things?

BEIJING (AP) ? Chinese lawmakers stripped disgraced politician Bo Xilai of his last official position Friday, formally expelling him from the country's top legislature and setting the stage for criminal proceedings against the once-rising political star.

Though largely a formality since Bo was purged from the Communist Party late last month, his expulsion from the congress removes his immunity from prosecution. That sets the stage for a criminal case involving accusations of corruption and other wrongdoing, including interfering in the investigation into the murder of a British businessman. Bo's wife and a household aide were convicted for the murder last month.

Party leaders are keen to resolve the country's messiest political scandal in decades as they prepare for next month's once-in-a-decade transition of power. They are handing over to the next generation of leaders, who will be tasked with shoring up public support in the face of widespread disgust over official graft and influence peddling.

They may even want to push through a trial before the opening of the party congress on Nov. 8, though some experts say there may not be enough time.

Preparations will involve leaders reaching a consensus on how harshly to punish Bo, which of his associates to include in the trial and ensuring the accused remains compliant in the courtroom, said Ding Xueliang, an expert on the Chinese leadership at Hong Kong University of Science and Technology.

"It's really a very muddy situation," he said.

As the most powerful official in the southwestern mega-city of Chongqing, Bo had been considered a candidate for a seat on the party's all-powerful Politburo Standing Committee, and his toppling exposed sharp infighting in the party's uppermost ranks.

The National People's Congress Standing Committee said it approved a decision to remove Bo as a deputy, but offered no details.

Bo's downfall has been spectacular: His wife, Gu Kailai, was convicted of murdering British businessman Neil Heywood, and Bo's former right-hand man was accused of taking bribes, abusing power and trying to defect to the United States, among other crimes.

Even before that, Bo had angered many in Beijing with his populist style that defied the authoritarian party's demands that those seeking higher office merely follow orders from Beijing and maintain a low-key image. Bo's initiatives included a sweeping crackdown on organized crime and a campaign to revive Mao-era songs and culture that reminded many of the excesses of the 1966-76 Cultural Revolution.

Bo's expulsion cements an impression of unity among the leadership in rejecting his neo-Maoist approach in favor of stability under the incoming slate of leaders, said China politics expert Feng Chongyi of the University of Technology in Sydney, Australia.

"It's very positive in that way, but not sufficient to conclude that the party will become any more liberal," Feng said.

Chinese authorities have not yet announced specific charges against Bo, but in expelling him on Sept. 28, the party accused him of offenses reaching back two decades that range from taking bribes and abusing his power to having improper relationships with several women. He has not been seen in public since mid-March and is believed to be in detention at a Beijing prison.

Beijing attorney Li Xiaolin said Thursday that Bo's wife's family has hired him and Shen Zhigeng to defend Bo, but the two lawyers are not formally accredited by the authorities to represent him yet.

Bo's downfall was set off when his former police chief and close confidant Wang Lijun fled to the U.S. Consulate in the southwestern city of Chengdu, where he revealed to diplomats details of Heywood's death, which previously was called accidental. A month later, Bo was sacked as Chongqing's Communist Party secretary and suspended from the 25-member Politburo.

The scandal raised talk of a political struggle involving Bo supporters intent on derailing succession plans calling for Vice President Xi Jinping to lead the party for the next decade, as well as concerns over corruption among top-tier politicians.

A lengthy New York Times expose published Friday claimed the family of Premier Wen Jiabao has amassed assets worth $2.7 billion through a web of investments, most of it accumulated after he rose to high office in 2002. Chinese censors swiftly blocked the Times' Chinese-language site that carried a translated version of the story, although Internet users with the technical knowledge could still access it by penetrating China's firewall.

While Wen is expected to leave his post in the spring, the report is a blow to his reputation as a politician concerned with bettering the lives of ordinary Chinese. The government had no immediate comment on the report.

In another example of the lack of transparency, a report released Thursday by the Washington think-tank the Brookings Institution points out that the brother of Vice Premier Li Keqiang has been a top official in the State Tobacco Monopoly Administration, even while Li oversaw public health policy.

The agency both regulates and runs the China National Tobacco Corporation, the world's biggest cigarette maker, and taxes on cigarettes are a significant source of government revenue.

With Li expected to be promoted to premier in the leadership change, the report suggests that the brother, Li Keming, be reassigned.

Buddha statue: Possibly fake, still from space

Researchers who reported that a potentially ancient Buddha statue is carved from a meteorite said they are not surprised that an expert in Buddhist history believes the statue to be a fake.

"Honestly, that is what we expected," said Elmar Buchner, who along with his colleague reported on the statue in September in the journal Meteoritics & Planetary Science. "We heard so many opinions from so many experts in art history and experts for Buddhism on the origins and the age of the statue prior to and after the publication."

The most public of these consultations is a new report from Achim Bayer, a Buddhism expert at Dongguk University in South Korea. In a report released online, Bayer writes that the features of the statue are "pseudo-Tibetan" and are more likely to be a European reproduction dating from 1910 to 1970 than a true ancient carving dating back 1,000 years, as Buchner and his colleagues had estimated.

Bayer did not contest that the statue is a made of meteorite.

"The non-Asian features of the 'lama wearing trousers' should be immediately obvious to any scholar in the field," Bayer wrote, referring to the statue as a "lama" or guru. The shoes, pants and sleeves of the man's garments are all wrong for ancient Tibet, he wrote. The statue's hands, eyes and ears are also shaped unusually for Tibetan art, he said.

The statue was said to have come to Germany in the possession of a pre-World War II scientific expedition commissioned by the Nazi party. Bayer called that into question, too, saying there is no documentation of the statue's transfer and arguing that it is more likely a fake created in the 20th century for the antique or Nazi-memorabilia market.

"For us, Bayer's hypothesis is just one opinion," Buchner wrote in an email to LiveScience. "However, we cannot decide whether this hypothesis is valid or not because we are not the experts in art history, and we told the press that our assumptions are speculative, accordingly," wrote Buchner, who is a geologist.

The geochemical analysis of the meteorite is still sound, Buchner said. The team found that the material used to make the statue is a rare type of iron- and nickel-rich meteorite from a meteorite fall along the Siberian-Tibetan border. [ Top 5 Weirdest Meteorites ]

That cosmic origin brings up one more mystery in the tale of the controversial space Buddha.

"I think it is not convincing that anybody took a very precious meteorite to produce a reproduction for the local antique market!?" Buchner wrote.

SUNY Delhi Students Host Community Service Day in Celebration of College's 100th Birthday

DELHI, NY (10/24/2012)(readMedia)-- SUNY Delhi students will show their appreciation to the community that founded their college by volunteering locally through the O'Connor Center for Community Engagement for Community Service Day on Saturday, October 27.

Students will assist various area organizations in celebration of Delhi's 100th birthday. "This year our annual Community Service Day not only celebrates the college's centennial by helping the town and village of Delhi, but it also celebrates National 'Make A Difference Day,'" said Elizabeth Sova, SUNY Delhi Coordinator of the O'Connor Center for Community Engagement. "The day will be jam-packed with activities right here on campus as well as many of our traditional volunteer sites."

Delhi students will be volunteering at the following non-profit agencies and organizations: Saturday's Bread in Oneonta, Roberto's Kids, Merchants on Main (Village of Delhi), Delaware County Community Action Network (DCCAN), The ARC of Delaware County, area churches, Delaware Opportunities Big Buddies, Delaware County Office for the Aging, Delhi Senior Housing, Delhi Outdoor Education Center, WSKG, Oneonta World of Learning (OWL) and Woodland Cemetery.

Also on October 27, SUNY Delhi will host the Spooky Science Event, co-sponsored by the O'Connor Center for Community Engagement (OCCE), WSKG and OWL. Approximately 500 elementary and middle school students and their families from Delhi, South Kortright, Charlotte Valley, Stamford, Walton and Oneonta schools will participate. New PBS SciGirls Spooky Science episodes will be shown from 11 a.m. to 2 p.m. in The Okun Theatre. A science dance workshop will be held in the college's dance studio and 21 stations of take-home activities will be led by OWL volunteers and SUNY Delhi students. SUNY Delhi's Patisserie Club will also offer cupcake decorating.

The O'Connor Center for Community Engagement began in 1999 with grant support from the O'Connor Foundation and other local organizations. The Center matches individual students, clubs, classes, and faculty and staff volunteers with non-profit agencies and organizations within the greater Delhi community that need a helping hand. It serves as a clearinghouse for these community organizations, and facilitates volunteerism by arranging for transportation, orientation and training, and feedback on completed community service projects. The O'Connor Center has been named to the

President's National Honor Roll for Community Service for the last six years. Delhi students complete over 24,000 hours of service annually with over 70 percent involved in some type of service activity through clubs and organizations.

Obama says Romney always wrong on foreign affairs as rivals clash in final presidential debate

BOCA RATON, Fla. - President Barack Obama sharply challenged Mitt Romney on foreign policy as the two presidential rivals squared off in their third and final debate with the race in a dead heat two weeks before Election Day.

Obama used Monday night's debate to criticize Romney's support for beginning the war in Iraq, for opposing his plans to withdraw troops from Iraq, for inconsistent stances on Afghanistan and for opposing nuclear treaties with Russia.

"Every time you've offered an opinion, you've been wrong," Obama said.

Romney, a former Massachusetts governor, responded that "attacking me is not an agenda" for dealing with a dangerous world. He accused Obama of sending the wrong signals to Iran's leaders by showing weakness in the Middle East.

"We're four years closer to a nuclear Iran," he said. Still, Romney stressed that war is a last option to prevent Tehran from developing a nuclear weapon, softening the hawkish tone that had been a hallmark of his campaign.

If and how the debate would affect the Nov. 6 presidential election was not clear. Foreign policy, the theme of the debate at Lynn University, in Boca Raton, Florida, has not been a major issue in a race centred on the U.S. economy. But both candidates were determined to appear to be strong leaders, rallying their supporters and winning over the remaining undecided voters.

There was none of the finger-pointing and little of the interrupting that marked their debate last week, when Obama needed a comeback after a listless performance in their first meeting on Oct. 3. Still, the two men frequently sniped at one another.

Romney, though, was more measured than Obama, agreeing with the president on a number of issues, perhaps seeking to appear more moderate to centrist voters who may determine the election's outcome. He barely mentioned what has become the hottest foreign policy issue in the campaign: the Obama's administration's handling of the attack on the U.S. Consulate in Benghazi, Libya, that killed the U.S. ambassador and three other Americans.

Obama, from the opening moments, wasn't as subdued. He said Romney would reinstate the unpopular foreign policies of President George W. Bush. He accused him of frequently changing positions on how he would have handled Iraq and Afghanistan and jabbed at Romney's comments during the campaign that Russia is the United States' No. 1 geopolitical foe.

"Governor, when it comes to our foreign policy, you seem to want to import the foreign policies of the 1980s, just like the social policies of the 1950s and the economic policies of the 1920s," Obama said.

Romney said that despite early hopes, the ouster of despotic regimes in Egypt, Libya and elsewhere over the past year has resulted in a "rising tide of chaos." He said the president has failed to come up with a coherent policy to grapple with change sweeping the Middle East.

Romney described an Obama trip to the Middle East early in his presidency as an "apology tour" that bolstered U.S. adversaries while bypassing close ally Israel. Obama called that accusation the "biggest whopper" of the presidential campaign.

After Romney, criticizing the administration's defence budget, disapprovingly said the U.S. Navy has fewer ships than at any time since the end of World War I, Obama mockingly accused his rival of not understanding how the military works. "We also have fewer horses and bayonets because the nature of our military has changed," he said. "We have these things called aircraft carriers where planes land on them."

Foreign policy is generally seen as Obama's strength and he highlighted two of his campaign's main points: that he gave the order leading to the killing of terrorist leader Osama bin Laden and fulfilled a promise to withdraw U.S. troops from Iraq. Romney, a multimillionaire businessman, has little foreign affairs experience.

Romney congratulated Obama "on taking out Osama bin Laden and taking on the leadership of al-Qaida." But he added, "we can't kill our way out of this mess. ... We must have a comprehensive and robust strategy."

With polls showing few voters likely to be swayed by foreign affairs, the candidates repeatedly turned the discussion back to the slowly recovering U.S. economy.

Both talked about being tough on China's trade practices they see as hurting U.S. businesses. That's a big issue in the industrial swing state of Ohio. The election is a state-by-state contest and the outcome in a small number of states that are not predictably Democratic or Republican, including Ohio, will determine the winner.

Romney repeated his threat to designate China a currency manipulator and punish it for intellectual property theft. He said China can be a partner, but "that does not mean they can just roll all over us and take our jobs."

Obama described China as both an adversary and a potential international partner. He defended his record in addressing China's trade violations, saying his administration had brought more cases than George W. Bush had in two terms.

There were several areas of agreement. Romney backed Obama's decision to remove support for Egyptian President Hosni Mubarak. Both also said they oppose sending U.S. troops to Syria where opposition groups are fighting to topple President Bashar Assad's regime.

Romney said the 2010 surge of 33,000 U.S. troops in Afghanistan was a success and asserted that efforts to train Afghan security forces are on track to enable the U.S. and its allies to put the Afghans fully in charge of security by the end of 2014. He said that U.S. forces should complete their withdrawal on that schedule; previously he has criticized the setting of a specific withdrawal date.

Both candidates underscored their support for Israel against a threat from Iran. "If Israel is attacked, we have their back," said Romney ? moments after Obama vowed, "I will stand with Israel if Israel is attacked."

The debate was moderated by veteran newsman Bob Schieffer of CBS News.

With the final debate behind them, both men are embarking on a two-week whirlwind of campaigning. The president is slated to speak in six states during a two-day trip that begins Wednesday. Romney intends to visit two or three states a day.

Already four million ballots have been cast in early voting in more than two dozen states.

(AP) ? A Wisconsin woman whose husband killed her and two others at the spa where she worked said he threatened to throw acid in her face and jealously terrorized her "every waking moment," according to court documents.

Authorities say Radcliffe Franklin Haughton, 45, killed three women, including his 42-year-old wife, Zina Haughton, and wounded four others Sunday before turning the gun on himself.

The Waukesha County medical examiner's office on Monday identified the dead as Zina Haughton; Cary L. Robuck, 35, of Racine; and Maelyn M. Lind, 38, of Oconomowoc. All were found in the spa.

In a written request for a restraining order filed Oct. 8, Zina Haughton said her husband was convinced she was cheating on him and that aside from the acid threat he also vowed to burn her and her family with gas. He said he would kill her if she ever left him or called the police, according to the court papers obtained Monday by The Associated Press.

"His threats terrorize my every waking moment," she wrote.

In a separate police report, she said the couple was in the process of getting a divorce and "we are always arguing."

Haughton was arrested earlier this month for slashing his wife's tires; she was granted a four-year restraining order on Thursday.

Under the order, Haughton was prohibited from owning a firearm.

Police responded last year to reports of domestic violence at the Haughtons' home in Brown Deer. Zina Haughton called 911 saying her enraged husband had thrown her clothes and bedding into the yard and doused her vehicle with tomato juice. Radcliffe Haughton was charged with disorderly conduct, but the charge was later dismissed because a witness failed to appear in court.

Brookfield Police Chief Dan Tushaus said he wasn't aware of a motive in Sunday's shooting.

A .40-caliber semiautomatic handgun was used in the attack, said agent Tom Ahern, of the Bureau of Alcohol, Tobacco, Firearms and Explosives.

A spokeswoman at Froedtert Hospital, where the injured were taken, said one of the four women remained in critical condition early Monday. Kathy Sieja said the three other women were in satisfactory condition.

Ernest J. Polk, a neighbor who lives across the street from the Haughtons, said the couple was generally friendly to him but he saw signs of turmoil.

"There was always confrontation over there, but I never thought it would come to this," he said. "... It was mostly verbal. I didn't see anything physical."

Customers described Zina Haughton was a popular hair stylist who decorated her work station with photos of her two daughters.

"She was a wonderful mom," Kristin Guadagno told the Milwaukee Journal Sentinel. "She had two daughters who were the foundation of her family. She was their everything. She worked so many hours every week to provide for them and take them on nice trips."

The shootings that happened about 11 a.m. Sunday triggered chaos in the commercial area around the spa. Believing Haughton had fled, police began a massive, six-hour search that locked down a nearby mall, country club and hospital.

Tushaus said later that a fire in the spa, discovery of a propane tank initially believed to be an improvised explosive device and the layout of the building, with many small rooms and locked areas, all slowed officers' search and delayed the discovery of the gunman's body.

It was the second mass shooting in Wisconsin this year. Wade Michael Page, a 40-year-old Army veteran and white supremacist, killed six people and injured three others before fatally shooting himself Aug. 5 at a Sikh temple south of Milwaukee.

Sunday's shooting took place less than a mile from where seven people were killed and four wounded on March 12, 2005, when a gunman opened fire at a Living Church of God service held at a hotel.

The Google Nexus 7 ?and the New Apple iPad ?are our two top-rated tablets, representing the best combinations of price, performance, and features in small- and large-screen sizes. The Lenovo IdeaTab A2109, with an uncommon 9-inch display but a fair $299 (16GB) list price, falls somewhere in the middle. Its solid aluminum build and capable quad-core Nvidia Tegra 3 processor are all well and good, but a chunky form and mediocre screen hold this middle-of-the-road tablet back.

Design and Features
The IdeaTab A2109 is attractively designed, with a brushed aluminum body and distinctive concave edges. But at 9.3 by 6.5 by 0.46 inches (HWD) and 1.26 pounds, it's not exactly sleek. Along the left edge is a 3.5mm headphone jack, a tough-to-slide Orientation Lock switch, and Volume buttons. The bottom panel is bare, while the right side is home to micro USB and micro HDMI ports. Up top is a Power button, and a long plastic strip along the top of the aluminum back houses two speaker grilles and the rear-facing camera. The plastic strip is removable, revealing a microSD card slot, but the flap is very difficult to remove?so much so that it required a small flat head screwdriver to pry open. Once I accessed the slot, my 64GB SanDisk card worked fine to ratchet up the 16GB of onboard storage.?

The 9-inch size is uncommon, with most Android tablets using 7- or 10-inch displays?the Samsung Galaxy Tab 8.9?is one of the few tablets with a similar sized screen. With a 1,280-by-800-pixel resolution, on paper, the screen is on par with competitors using the same resolution on slightly larger displays. ?It's sharp and bright, but looks like a lower-quality display than the one found on the Asus Transformer Pad TF300, which shares the same resolution, but looks brighter with more vibrant colors.?Also, the screen has a very poor viewing angle, which makes anything off-center look washed out.

For pictures and video, you get a 3-megapixel rear-facing camera and a 1.3-megapixel front-facing camera.?While the cameras will suffice for stills in a pinch,?producing poor images that suffer from considerable noise and general lack of sharpness,?video is almost unuseable.?The rear-facing camera is capable of 1080p, but the resulting video is about as bad as I've seen on a tablet. Frame rates top out at 12 fps outdoors and drop below 10 indoors, with blurry, out of focus, and choppy video.

As far as connectivity, the IdeaTab A2109 is a?Wi-Fi-only tablet that hooks into 802.11b/g/n networks on the 2.4GHz band. There's also Bluetooth 3.0 and GPS on board, both of which worked fine in my tests.?

Performance and Software
Powering the A2109 is Nvidia's quad-core Tegra 3 processor clocked at 1.2GHz with 1GB RAM. This seems to be the new standard for mid- to high-end Android tablets, which is good, since the chip generally produces fast and responsive performance in all of the devices it powers. The A2109 scored on par with the Nexus 7 in every benchmark, and the tablet felt fast in actual use. Gaming is also solid, and unlike its Qualcomm-powered sibling, the IdeaTab S2110A, it has access to all the exclusive Nvidia gaming titles. It's also much smoother than the S2110A in general, with more polished animations and app transitions. ?

The tablet runs Android 4.0.4 "Ice Cream Sandwich" with the same modifications found on the S2110A. You get the somewhat-gimmicky 3D cube animations, but they're a lot smoother on the A2109. The home screen is populated by various Lenovo widgets, ranging from local weather to calendars and notepads. Preloaded apps include Norton Security, Evernote, Docs To Go, and some games like Cut the Rope HD. And there's a shortcut on the system bar that brings up five options for tweaking the tablet's settings.?

For video, the A2109 supports Xvid, DivX, MPEG4, H.264, and AVI videos at up to 1080p resolution. For audio, MP3, AAC, FLAC, OGG, WAV, and WMA files all played fine. The speakers, while branded with an SRS WOW HD tag, sound weak and lack any substantial bass response.

In our battery rundown test, which loops a video with the screen brightness set to maximum and Wi-Fi switched on, the A2109 lasted an underwhelming 6 hours and 46 minutes. For comparison, the 7-inch Nexus 7 lasted 10 hours, 37 minutes, while the larger screen TF300 lasted 7 hours, 53 minutes on the same test.

Conclusions
The Lenovo IdeaTab A2109 doesn't do enough to stand out. Its unconventional screen size may appeal to those torn between the 7-inch and 10-inch form factors, but the low-quality screen should be a concern. And while it's buoyed by a Tegra 3 chip, its overly thick build makes it less appealing. The $299 price point puts it between the $200 Nexus 7 and the $380 Transformer Pad TF300, both of which I'd recommend over the A2109. Both the Nexus 7 and TF300 offer better screens, thinner designs, and the newest version of Android, 4.1 "Jelly Bean." The A2109 isn't a bad choice per se, but there's really no reason to settle for mediocrity when better options abound.
