US economy fades as government spending retreats

European-style "austerity" is hitting home in the U.S.

Thanks to deeper-than-estimated cuts in government spending, the U.S. economy slowed faster in the first quarter than originally reported, the Commerce Department said Thursday, raising concerns that the U.S. could be at risk of following Europe back into recession.

Gross domestic product expanded at a 1.9 percent annual rate in the first quarter, less than the 2.2 percent the government had estimated last month. That compares to the 3.0 percent rate set in the fourth quarter of last year.

"The GDP number isn't a surprise, but anytime you dip under two percent we always head into recession,? said Todd Schoenberger, an investment adviser at The Blackbay Group. ?The final read will be much more important. It doesn't look good for the economy right now."

Much of the downward revision to GDP was the result of a steeper drop in government spending, which fell at a 3.9 annual percent rate, instead of the previously reported 3.0 percent.

?At least at the state and local level, where there isn't a Federal Reserve, these governments have to meet their budgets and they're in an ongoing restructuring," said John Sylvia chief economist at Wells Fargo. Sylvia predicted that the slowdown in government spending is likely to be a drag on the employment data the government will release on Friday.

Economists expect that non-farm payroll jobs expanded by 150,000 in May, up from 113,000 in April. The slowdown in job creation could be a setback for President Barack Obama as he battles for re-election against former Massachusetts Gov. Mitt Romney. The Romney campaign has been touting his business acumen and job-creation chops, which seems to be resonating with voters who, in recent polls, have closed the gap between Obama and Romney in some key states.?

Thursday's report offered signs that the U.S. economy may continue to muddle along on a slow-growth pace until the election. Business spending on equipment and software was revised upward to show a much firmer 3.9 percent growth rate in the first quarter instead of the previously estimated 1.7 percent pace. But the report said after-tax corporate profits dropped for the first time in three years.

Consumer spending grew at a 2.7 percent pace instead of the previously reported 2.9 percent. That was higher than?the fourth-quarter's 2.1 percent pace.

Investors continued to sell stocks and park their money in the relatively safe haven of bonds Thursday. Demand for U.S. Treasuries sent the price of 10-year notes higher, pushing the yield lower than it's been in at least 60 years. Rates for 30-year mortgages hit a record low of 3.75 percent.

The economic slowdown is already hitting the job market, where employment has weakened in the past two months after a burst of new hires over the winter. The unemployment rate has been edging lower, but only because discouraged workers have been leaving the workforce faster than new jobs are created. That trend will likely reverse once the exodus from the labor pool slows.

New claims for unemployment benefits rose again in the latest week, raising worries that labor market growth was weakening further. The Labor Department reported Thursday that seasonally-adjusted claims increased by 10,000 to 383,300. That was the fourth week in a row that claims have risen.

Private employers have also slowed hiring and created 133,000 jobs in May, fewer than expected, according to the latest numbers from payroll processor ADP.

The slowdown comes as Europe?s widening financial crisis and deepening recession are also weighing on consumer and business confidence in the U.S.

"The euro zone situation has intensified and if it persists, the numbers are likely to be tepid like today's for several months," said Joel Prakken, who tracks the ADP?numbers?at Macroeconomic Advisors. "They're well short of what we need to see the national unemployment rate fall on a consistent basis."

The slowdown appears to be spreading to other sectors, including manufacturing and construction. Last week, the Commerce Department reported that demand for long-lasting manufactured goods rose less than expected in April.?New orders for durable goods rose just 0.2 percent last month, after a revised 3.7 percent drop in March. Orders were dragged down by a 2.8 percent drop in machinery and 34 percent fall in military aircraft. New orders for computers and electronic products fell 0.6 percent.

On Thursday, the Institute for Supply Management-Chicago said?its index of Midwest business activity fell sharply this month to 52.7 from 56.2 in April. Economists had been expecting a reading of 56.5 for May.

The U.S. economic slowdown comes amid wider signs that the recession in Europe and a slowing economy in China are dampening the pace of global trade. That could spell trouble for U.S. manufacturers, who have been enjoying a renaissance after heavy investment in high-tech equipment to boost productivity and better competition with low-wage economies like China.

?It looks like goods production has slowed and employment in the goods sector has slowed,? Prakken said. ?This is a phenomenon we're seeing globally as lots of indices from parts of the world suggest a slowing in that part of the world's economy."

Once you dock your iPhone on the hardware and load the app, integrated LEDs on the fretboard will illuminate ? thereby allowing you to follow and learn how to play the guitar.

Unlike a standard guitar, the gTar doesn?t use pickups to amplify the strings. Rather, sensors detect the strings as you play them in real-time and send them back to your iPhone. The phone then produces the actual sound.

The free app comes with a collection of songs from which you can choose to play. As you attempt to follow along with it, a feature called SmartPlay will mute out incorrect notes and ?nudges you along to play the sound correctly.?

GTar comes with three different levels ? easy, medium and hard. The easy level is designed for the user to only play the strings on the guitar; the medium level graduates the player into playing both the strings and the frets at the same time. SmartPlay will mute the incorrect notes on both of these levels, but once you get to the hard level, all of your notes ? good and bad ? will ring out.

The gTar also has a ?Free Play,? option, which allows you to choose from guitar models, keyboards, synths and drums to add more music to your playing. Since all the sound is produced on the phone itself, you can also manually tweak the sounds to create effects like a chorus or echo.

With 30 days to go on its Kickstarter campaign, the gTar has already reached its $100,000 fundraising goal ? in fact, it?s more than doubled that amount. It?s expected to sell in retail for ?over $449.?

According to Silicon Image its new chips, the SiI8240 MHL transmitter (for phones, tablets, cameras and laptops) and SiI9617 MHL Bridge (for HDTVs, monitors and projectors) and dual-mode IP core (like the one in Samsung's Galaxy S II) upgrade the previous generation's capabilities with the ability to pass 1080p video at 60Hz (up from 30Hz) and charge up to twice as fast. The Potential of Cuba?s Search for Oil

The recent discovery of offshore oilfields in the Gulf of Mexico has given Havana new hopes of establishing rich deposits of its own, thereby decreasing Cuba?s present dependence on foreign energy sources.

Fidel Castro began to look for new energy suppliers immediately upon coming to power in 1959, and he soon found one. The Soviet Union was Cuba?s largest supplier of energy resources during the Cold War, but Moscow?s collapse in the early 1990s, coupled with the longstanding American embargo, drove the Cuban economy into a deep depression. Havana, in response, has begun implementing market-based reforms, including intensifying efforts to open the country to tourism,[1] as well as encourage strategic partnerships with other Latin American countries, most notably Venezuela.[2]

In 2011, Cuba produced about 55,000 onshore barrels of oil per day, mostly from the northern province of Matanzas, refining it at the island?s four refineries (in Cabaigu?n, Cienfuegos, La Habana, and Santiago de Cuba). Consumer needs, however, call for over 170,000 barrels per day, making the island a net importer of oil.[3] Currently, the bulk of these imports come from Venezuela, which meets two-thirds of Cuba?s daily requirements thanks to an energy agreement the two countries signed in October 2000. Cuba has become a crucial partner for Venezuelan President Hugo Chavez, as reflected in both countries? membership in the rising Alianza Bolivariana para Am?rica Latina (ALBA) trade bloc.

In early 2012, a deepwater drilling rig was built in China by an Italian company, Saipem, which is owned by the oil and?gas multinational Eni, and then leased to Spain?s Repsol. The Spanish company began offshore oil exploration 22 miles north of Havana, in the Jaguey block of the Cuban Exclusive Economic Zone (EEZ), as early as 2004, and is hoping to find between 5 and 9 billion barrels in that area.[4] Yet Repsol will hardly be the only foreign company operating in Cuban territory, as it will be working in just six blocks within the EEZ, and will be doing so in cooperation with Norway?s Statoil-Hydro and India?s Ongc. 22 other blocks, meanwhile, have been awarded to other foreign companies, including?Petronas (Malaysia), PetroVietnam (Vietnam), Gazprom (Russia), Sonagol (Angola), PDVSA (Venezuela), and CNOOC (China).[5] While each is eager to hit black gold in the region, it would take three to five years of drilling before real production could begin even if the deposits live up to expectations.[6]

The United States, which is not taking part in the drilling because of its embargo against Cuba, could nevertheless not be more interested. Washington, alarmed by the drilling site?s location just 60 miles from Florida?s coast, has been expressing its concerns about the potential environmental risks posed by the explorations, and has commissioned a panel of environmental and energy experts to discuss possible solutions to any potential disaster in the region. According to William K. Reilly, former head of the Environmental Protection Agency under George H.W. Bush, ?the Cuban approach to this is responsible and appropriate to the risk they are undertaking.?[7] But should an accident similar to the BP disaster of 2010 occur, the absence of a bilateral oil spill agreement between the U.S. and Cuba, in conjunction with strict American regulations freezing the transfer of technology between the two countries, would threaten American interests in the region, as well as pose a real environmental danger to the entire Gulf of Mexico. The matter is further complicated by the fact that offshore explorations are not taking place in U.S. territorial waters, within Washington?s legal reach, and are therefore not governed by the Clean Water and Oil Pollution Acts. Thus, any U.S. effort to take control of the situation in the event of an oil spill would be much more difficult, and would be bound to cause a diplomatic incident. Clearly, Washington must begin to consider a possible adjustment or elimination of the restrictions imposed upon the Caribbean country, and ask itself whether the embargo truly still represents American interests.

Economically, it must not be forgotten that if the investigations of Repsol and others reveal that there is a considerable amount of oil in the Cuban EEZ, Cuba could be transformed from an oil-importing country to one of Latin America?s largest oil producers almost overnight. Such a stark transition would undoubtedly affect relations between Havana, Caracas, and Washington, as well as completely change the geopolitical equilibrium of the region, possibly producing explosive results.

Another crucial issue is the conflict between the Argentine and Spanish governments over Argentine President Cristina Fern?ndez de Kirchner?s nationalization of YPF, a now-former Repsol subsidiary. On April 19th, the Castro administration announced its support for the takeover, stating that Argentina has the right to exercise permanent sovereignty over its natural resources. Such a controversial declaration, even if coherent once one takes into account Argentina?s alliance with Havana, could end up being a risky and counterproductive step for Cuba.

A potential geopolitical turning point for the region, the discovery of oilfields in the Cuban EEZ could represent Havana?s ticket to the further liberalization of Cuban institutions, an escape from poverty and underdevelopment, and the end of Washington?s disdain for their Caribbean neighbor. Still, the Cuban position on the Argentinian YPF seizure could prove problematic, and Havana would do well to reformulate its position in order to ease tensions with the Spanish oil company. At the same time, however, if the United States is interested in benefiting from this discovery and in staving off a potential ecological disaster mere miles from its southern coast, then it, too, must work to ease tension and adapt to the post-Cold War world.

Obama to GOP: Letting Wind Subsidy Lapse Would Kill Jobs

President Barack Obama on Thursday urged Congress to extend tax incentives that benefit renewable energy companies, saying failure to do so would put thousands of jobs in jeopardy.

The wind industry in Iowa has "taken off," the president said while visiting a company that manufactures blades for wind turbines. He said progress in the industry is in "jeopardy" because a tax credit used by the wind industry is expiring at the end of the year.

He also continued his criticism of Republicans in Congress for not supporting his economic ideas. The tax credits are part of the president's "to-do" list, a series of ideas--from tax breaks to measures to help homeowners refinance their mortgages--to help jump-start economic growth.

Republicans, including those who support some of the proposals, are pushing back at the president's approach to getting the ideas passed.

'Schizophrenic ally': $33M in Pakistan aid to be axed?

Pakistan's decision to convict a doctor who helped the U.S. track down Osama bin Laden was met with outrage in the U.S. NBC's Andrea Mitchell reports.

WASHINGTON ??A Senate panel expressed its outrage Thursday over Pakistan's conviction of a doctor who helped the United States track down Osama bin Laden, voting to cut aid to Islamabad by $33 million ? $1 million for every year of the physician's 33-year sentence for high treason.

"It's arbitrary, but the hope is that Pakistan will realize we are serious," said Senator Richard Durbin after the unanimous 30-0 vote by the Senate Appropriations Committee.


"It's outrageous that they (the Pakistanis) would say a man who helped us find Osama bin Laden is a traitor," said Durbin, the Senate's number two Democrat.

The sentencing on Wednesday of Dr Shakil Afridi for 33 years on treason charges added to U.S. frustrations with Pakistan over what Washington sees as its reluctance to help combat Islamist militants fighting the Afghan government and the closure of supply routes to NATO troops in Afghanistan.

The punitive move came on top of deep reductions the Appropriations Committee already had made to President Barack Obama's budget request for Pakistan, a reflection of the growing congressional anger over its cooperation in combatting terrorism. The overall foreign aid budget for next year had slashed more than half of the proposed assistance and threatened further reductions if Islamabad failed to open the overland supply routes.

"We need Pakistan, Pakistan needs us, but we don't need Pakistan double-dealing and not seeing the justice in bringing Osama bin Laden to an end," said Sen. Lindsey Graham, R-S.C., who pushed for the additional cut in aid.?

He called Pakistan "a schizophrenic ally," helping the United States at one turn, but then aiding the Haqqani network which has claimed responsibility for several attacks on Americans. The group also has ties to al-Qaida and the Taliban.?

It's been a tough year for Pakistan U.S. relations. Crucial NATO supply routes have been shuttered since November, there is tension over drone strikes and now the countries are at odds over the treason conviction of the Pakistani doctor who helped the U.S. locate Osama Bin Laden.?

Secretary of State Hillary Clinton said the jailing of the doctor was "unjust and unwarranted" and vowed to continue to press the case with Islamabad. "The United States does not believe there is any basis for holding Dr. Afridi."

Afridi was accused of running a fake vaccination campaign, in which he collected DNA samples, that is believed to have helped the American intelligence agency track down bin Laden in a Pakistani town last year.?

Aid workers become targets as Pakistan faces new?crisis

The al-Qaida leader was killed in the town of Abbottabad a year ago in a unilateral U.S. special forces raid that heavily damaged ties between Islamabad and Washington. Since then, there have been growing calls in the U.S. Congress to cut off some or all of U.S. aid.

Senator John McCain, top Republican on the Armed Services Committee, said lawmakers had agreed to withhold certain military aid for Pakistan until the defense secretary certifies that Pakistan is not detaining people like Afridi.

"All of us are outraged at the imprisonment and sentencing of some 33 years ? virtually a death sentence?? to the doctor in Pakistan who was instrumental ... in the removal of Osama bin Laden," McCain said, adding that Afridi was innocent of any wrongdoing. "That has frankly outraged all of us."

The Senate Appropriations Committee's action docking Pakistan's aid came after a subcommittee earlier in the week slashed assistance to Islamabad -- and warned it would withhold even more cash if Pakistan does not reopen supply routes for NATO soldiers in neighboring Afghanistan.

Members of the committee complained about mafia-style extortion by Pakistan in seeking truck fees in exchange for opening the supply lines. The cost had been $250 per truck prior to the attack. Pakistan is now demanding $5,000 per truck. The United States has countered at $500.

Pakistan has been one of the leading recipients of U.S. foreign aid in recent years. Even after the cuts voted this week it still would receive about $1 billion in fiscal 2013, if the full Senate and House of Representatives approve. That figure?includes $184 million for State Department operations and $800 million for foreign assistance. Counterinsurgency money for Pakistan would be limited to $50 million.

A turtle the size of a small car once roamed what is now South America 60 million years ago, suggests its fossilized remains.

Discovered in a coal mine in Colombia in 2005, the turtle was given the name?Carbonemys cofrinii, which means "coal turtle." It wasn't until now that the turtle was examined and described in a scientific journal; the findings are detailed online today (May 17) in the Journal of Systematic Paleontology.

The researchers say?C. cofrinii?belongs to a group of side-necked turtles known as?pelomedusoides. The turtle's skull, roughly the size of an NFL football, was the most complete of the fossil remains.

In addition to its colossal size, the turtle would have been equipped with massive, powerful jaws, meaning it could've eaten just about anything in its range, from mollusks (a?group that includes snails) to smaller turtles and?even crocodiles, the researchers noted.

Its all-encompassing appetite as well as its need for a large range to satiate its food requirements may explain why no other turtle of this size has been found at the site. [Gallery: The World's Biggest Beasts]

"It's like having one big snapping turtle living in the middle of a lake," study researcher Dan Ksepka, of North Carolina State University, said in a statement. "That turtle survives because it has eaten all of the major competitors for resources."

While the researchers have found bite marks on the remains of other side-necked turtles in the area, suggesting they were preyed upon by crocodilians, such predators would not have messed with this coal mine turtle. "In fact smaller crocs would have been easy prey for this behemoth," Ksepka said.

The researchers also discovered?a turtle shell?nearby that they believe belonged to the same species; the shell would've been large enough to double as a kiddy swimming pool, they noted, as it measured some 5 feet 7 inches (172 centimeters) across.

"We had recovered smaller turtle specimens from the site. But after spending about four days working on uncovering the shell, I realized that this particular turtle was the biggest anyone had found in this area for this time period ? and it gave us the first?evidence of gigantism?in freshwater turtles," Edwin Cadena, also of North Carolina State, said in a statement.

In fact, this big turtle appeared 5 million years after the dinosaurs vanished, at a time when gigantism was relatively common in this part of South America. For instance, the largest snake ever discovered, measuring 45 feet (14 meters) long and called?Titanoboa cerrejonensis,?lived there, also about 60 million years ago.

A combination of factors, including abundant food, fewer predators, vast habitat and climate change, would have worked together to allow turtles and other animals to balloon to such relatively gargantuan sizes, the researchers suggest.

For instance, the warm weather would've been beneficial for such ectotherms that rely on their surroundings to regulate their body temperature.

"The environment seems to have been tropical based on fossil plants found at the site," Ksepka told LiveScience. "And the turtle appears to have been adapted to spending most of its time in the water, though coming ashore to lay eggs would be part of its life cycle."

Another turtle discovered in this coal mine may have evolved an adaptation to protect itself from these giants; the turtle, called Cerrejonemys wayuunaiki,?sported an extra-thick shell, about the thickness of a high-school textbook.

The research, funded by the Smithsonian Institute and the National Science Foundation, will be detailed in the June 2012 print issue of the Journal of Systematic Paleontology.
